specify if the sprint backlog must be executed in top to bottom order
In the company that i work, that is the ideia by some of the folks that the stories order to be executed by the development team is always top to bottom, because the product backlog is organized that way, and, in theory, the most valuable stories are at the top.
In practice, this is used to imposed which person will do which story, eliminating the minimum of personal freedom in story picking that i think make a team healthy.

Scrum says that the Development Team will self organize to accomplish the work. It also states that at the end of Sprint Planning, the Development Team should be able to explain to the PO and Scrum Master how the work will be accomplished.
I think that your suggestion goes directly against all of that because you are not telling the Development Team how they must work.

From a productivity persepctive. The entire team should work on the highest prioritised item until completed and only then should the team start on the next item
