Re-estimate incomplete Sprint goals... in Sprint Review
The Scrum guide talks about the cancellation of a Sprint. In that context it asks to "All incomplete Product Backlog Items are re-estimated and put back on the Product Backlog."
Would this not be true for items not completed in a Sprint as well? So I suggest that this be added to the Sprint Review as well so that the Product Backlog is accurate at the end of the Sprint (since in most cases refinement should be already completed).
Optionally, this can be added in Sprint Planning as a step for items not completed in a previous Sprint (though this might clean up the backlog only for the items revisited). So still believe this should be part of Sprint Review.

While this is good to address but doesn't address how would team get credit for the work done. In current scenario, all credit moves to Sprint where backlog item is completed. Team may have completed 80-90% of the work and upon re-estimation it would estimate it only for the work remaining than where does already spent effort goes? In my view, focus should be more on enabling teams to better decompose backlog items to fit into Sprint with exceptions to move the same to next sprint (could be re-estimated for capacity allocation to get alignment on Sprint deliverable/goal but value of backlog item should remain intact to be counted in Sprint where it's fully delivered.)
