In addition to maximum time for meetings we should suggest optimal times as most teams have meetings that are too long.

How about something like this:
“For shorter Sprints, Scrum Teams often find that a shorter time-box (for the Sprint Planning, Sprint Review, and Sprint Retrospective events) helps them spend an appropriate amount of time without allowing waste in the process. This varies significantly per Scrum Team and may change over time. While some Scrum Teams may find that a proportionally shorter time-box is currently appropriate and effective for them, this does not replace the importance of empiricism and making modifications as needed.”

It's really hard to go against the Scrum Co-Creator on something, so let me try and understand... Given all of the millions of different contexts out there,how would one come up with an "optimal" time? I mean, isn't the point of the looser time boxes for the Scrum Teams to take more ownership of deciding what's too long or what's effective or not effective? Seems like we might be harming self organization here.
